COUNTY QUESTION
Shall the governing body of the County of Essex amend the original proposition submitted under Public Law 1997, Chapter 24, approved by a majority of the voters of Essex County on November 3, 1998, to increase the rate of the annual levy funding the County Recreation and Open Space Trust Fund from a maximum of $.01 to a maximum of $.015 per $100.00 of County equalized real property valuation to continue to be used for any and all of the following purposes, or any combination thereof, as determined by the governing body: (a) acquisition of land for recreation and conservation purposes; (b) development of lands acquired for recreation and conservation purposes; (c) maintenance of lands acquired for recreation and conservation purposes; (d) acquisition of farmland for farmland preservation purposes; (e) historic preservation of historic properties, structures, facilities, sites, areas or objects for historic preservation purposes; or (f) payment of debt service on indebtedness issued or incurred by the County of Essex for any of the purposes listed in (a), (b), (c), (d) and (e).
INTERPRETIVE STATEMENT
This non-binding referendum will provide elected officials of the County of Essex with the sentiment of voters concerning the amendment of the original proposition approved by a majority of voters on November 3, 1998 establishing the County Recreation and Open Space Trust Fund and authorizing imposition of an annual levy at a rate not to exceed $.01 per $100 of County equalized real property valuation. Trust Fund monies are used to provide, protect and maintain parkland or green spaces, sources of drinking water, water aquifers and recharge areas as well as for public recreation and the preservation of historic sites and farmland within the County. Increasing the annual levy to a rate not to exceed $.015 per $100 of real property valuation will ensure that residents and guests can continue to enjoy the use of premier County parks and parkland, enable the County to acquire, develop and maintain additional lands for recreation and conservation purposes and allow the County to pursue historic preservation projects. As an example, at the $.015 rate, the owner of a property assessed at $200,000 would be contributing $30.00 to the Trust Fund. Money raised by this Fund will be used only for Trust purposes.
