The Department of Planning and Community Development is responsible for all matters concerning township planning, zoning, construction code enforcement, redevelopment and community development administration.

The Township has allocated $100,000 from its housing trust fund to HOMECorp, a local affordable housing developer, towards the development of two affordable housing units at 87 Mission Street. The units are located within an existing building which was once accessory to a single-family house at 19 Elmwood Avenue.
The Planning Board approved the subdivision of the property to place the building on its own parcel of land. The two units will be deed-restricted for occupancy by a low and a moderate income household and will count towards the Township’s COAH housing obligation.
Montclair collects fees from developers of market rate housing which are placed in a dedicated fund to be used to create affordable housing within the community. The fund has approximately $370,000 remaining. The Township has funded other HOMECorp affordable housing projects, including 43 Glenridge Avenue and 55 Glenridge Avenue, and will assist with the construction of new units at 53-55 New Street. |

The applications will be reviewed by CDBG Council representatives (Dr. Renee Baskerville, Roger Terry and Kathryn Weller) and prioritized in a resolution to be adopted by the Council on December 8, 2009.

After the New Jersey Department of Community Affairs' Council on Affordable Housing (COAH) reviewed of Montclair’s 2008 Housing Element and Fair Share Plan this summer, the Township prepared a 2009 Addendum to the Plan and submitted it to COAH. |

Montclair Township took another step toward implementation of the Quiet Zone proposed to the Federal Railroad Administration (FRA) in 2008 by publishing a Notice of Detailed Plan and Memoranda of Record. The Memorandum of Record for each crossing documents the supplemental safety measures and other improvements required to establish the Pre-Rule Quiet Zone by June 24, 2010.
Written comments on the detailed plan and/or memoranda of record will be accepted until 4:30 p.m. on July 10, 2009.

Mayor Jerry Fried, Representative Bill Pascrell, members of Council, Bike Montclair, municipal government, Montclair school administrators, and school children gathered at Rand School on Monday for the Mayor''s official announcement of the Township's receipt of a $334,000 Safe Routes To Schools grant.
The Township of Montclair has been awarded $334,000 BY THE N.J. Department of Transportation (DOT) for a Safe Routes to School (SRTS) program. SRTS is a federal, state and local effort to enable and encourage children, including those with disabilities, to walk and bicycle to school and to make walking and bicycling to school safe and appealing.
This is the second such award the Township received – in 2007 Montclair was awarded a $324,000 SRTS grant for the Rand School.
To show a commitment to a town-wide SRTS program the Township established an SRTS Task Force in November 2006 with the aim of expanding the program to all public elementary and middle schools. The Task Force was headed by the Township’s Assistant Planner Patrick Franco, and included Township Engineer Kimberli Craft, Environmental Coordinator Gray Russell, Bike Montclair president Laura Torchio, Kathy Smith and Joanne Aidala from the Montclair Health and Wellness Partnership, Susan Bartol from the Rand School, and Officers John Timchak and Dan Pronti from the Montclair Police Department. The Task Force prepared the successful grant application for a town-wide SRTS program.
