The Montclair Police Department Records and Identification Bureau are two units under the command of a Lieutenant. The Records Bureau is responsible for the storing of all police records, both civilian and criminal. The Record Bureau works closely with other law enforcement agencies, attorneys, private citizens and insurance companies who require either police reports or criminal investigations. The Records Bureau is also responsible for compiling statistics regarding crimes, which have occurred in the Township of Montclair. These records are forwarded to the New Jersey State Police on a monthly basis, for inclusion in their annual report "Crime in New Jersey".

The Identification Bureau is responsible for the identification of persons who committed crimes within the Township of Montclair. Among the other duties performed by the Identification Bureau include the processing of crime scenes through the use of photography, latent fingerprint technology, and various other forensic processing used for crime scenes. The officers who conduct the identifications and process the crime scenes are specially trained to perform these duties and continue to enhance their skills by receiving advanced training.

The Records and Identification Bureau is also responsible for various licensing requirements that fall under either township ordinance or state law.

The Records and Identification Bureau is presently staffed by 2 Detectives and 1 civilian employee under the command of a Lieutenant.

The Montclair Police Department Juvenile Aid Bureau is responsible for investigating all crimes committed by Juveniles under the age of 18 that occur within the township of Montclair. These crimes include but are not limited to homicide, rape, robbery, assault, burglary, thefts, fraud, stolen bicycles and others. The Juvenile Aid Bureau is staffed with men and women who are specially trained to conduct criminal investigations as well as the interaction and mediation with the problems that youths may have. Detectives continually receive training to assist in their investigative duties and enhance their skills. The Bureau falls under the command of the Lieutenant and is made up of four Detectives and one Sergeant.

Mission:

           The protection and rehabilitation of juveniles

           The identification of those youths at risk, and to            provide an arena in which positive interaction can            take place between youths, parents, school and            takethe police.

           To preserve public peace, detect and arrest            offenders while allowing rehabilitation and            mediation for low risk offenders through            the Juvenile Conference Committee (JCC).

           Maintaining a constant meaningful and positive            communication with the youth in order to            develop cooperative relationships and            facilitate leadership skills.

Goals:

           To decrease juvenile crime through education,            enforcement, and identifying those            individuals who would benefit from counseling            and referrals.

           To interact with parents so that they may take            an active role in both mediation and            communication.

           To continue to build on the positive relationships            that have developed between the police and the            schools.

           To reduce the recidivism rate of violent youthful            offenders by taking a pro-active role in the            investigation and prosecution of cases involving            those who have continued to plague the            community.

The Vice Control Unit is part of the Investigation Division, under the command of Deputy Chief Todd Conforti.

The Montclair Police Vice Control Unit is responsible for investigating drug activity, prostitution, gambling and alcohol related offenses throughout the township. The Narcotic unit conducts both covert and overt surveillance operations, street level narcotic operations and execute search warrants of suspected drug locations.

The Narcotic Unit consists of three Detectives and one Sergeant. Members of this unit have been specially trained in drug recognition, surveillance techniques, raid operations and search and seizure laws. Members of the Narcotics Unit work days and nights, weekdays and weekends and holidays. The Narcotics Unit is provided with information about drug activity by concerned citizens, anonymous sources, fellow police officers, and sometimes through informants.

The Montclair Police Department Detective Bureau is responsible for investigating most crimes committed by adults that occur within the township of Montclair. These crimes include homicide, suicide, kidnapping, rape, robbery, and assault, crimes against children, and burglary, thefts and fraud. The Detective Bureau also staffs a Domestic Violence Unit responsible for investigating incidents of domestic abuse and a Warrant Unit responsible for serving arrest warrants.

The Detective Bureau is staffed with men and women who are specially trained to conduct criminal investigations. Detectives continually receive training to assist in their investigative duties and enhance their skills. The Bureau is made up of seven Detectives, two Sergeants and falls under the command of a Lieutenant.
