2021 Community Development Block Grants

Draft applications for federal funds under HUD’s 2021 Community Development Block Grant program are available from the Montclair Township Department of Planning and Community Development. The draft application can be used for planning purposes only as Essex County is still preparing the online application.

Montclair anticipates receiving $320,000 in Community Development Block Grant funds in the 2021 program year. This fund is largely used for capital projects within eligible areas of the Township.  Some of the funds are made available to non-profit organizations whose projects benefit primarily persons of low and moderate income such as substance abuse counseling and youth programs. A remote public hearing has been scheduled for Tuesday, November 17 at 6:00 pm using Cisco WebEx Meeting.  The public is welcome to participate in the hearing through the following link:  The meeting number is 173 910 9438 and the password is CDBG@1117!  Participants can also join the meeting by phone by dialing 1-408-418-9388 with the access code 173 910 9438.  Those interested in applying should attend.  A link to the Essex County Five-Year Consolidated Plan and census data is provided to assist in the preparation of  applications.  Completed applications are due in the Montclair Planning Department by noon on Friday, December 4. 

A second public hearing for the 2021 application cycle has been scheduled by the Township Council for Tuesday, December 15 at 6:30 p.m. in the Council Chamber in the Municipal Building, 205 Claremont Avenue, Montclair, New Jersey, to solicit public comment.Applicants requesting $10,000 or more in funding must present their request at the public hearing. Those interested in addressing the Council as to how and where the grant money should be allocated are encouraged to attend.
