ROAD WORK NOTICE: WATER UTILITY AND TRAFFIC SAFETY IMPROVEMENTS ON UPPER MOUNTAIN AVENUE

 

Water Utility Project – Water Line Replacements

Beginning on or about May 18, 2026, a water utility project to replace aging water lines will begin on Upper Mountain Avenue between Bloomfield Avenue and Berkeley Pl. Work hours will generally be 7:00 a.m. to 5:00 p.m., and construction will proceed block by block to minimize disruption. Each block will require two phases of work - main installation work, and follow-up connection work. 

Temporary road closures will occur only in active work areas. The contract allows for up to 90 working days to complete the project, though the work may be completed sooner depending on weather and field conditions.

There may be temporary water shutoffs during portions of the work. Any shutoffs are expected to last only a few hours at a time, and affected residents will receive direct written notice at their homes in advance.

Why Is This Work Is Necessary? Under New Jersey law and the Water Quality Accountability Act, water systems are required to continually replace aging infrastructure as part of a long-term system maintenance and reliability program. The water mains along Upper Mountain Avenue have experienced water main breaks in recent years. This section of the system is part of a high-pressure zone, meaning a major break in this area has the potential to impact water service for approximately two-thirds of the Township. Replacing these aging mains is intended to improve system reliability, reduce the risk of future breaks, and protect the community’s water supply.

Upper Mountain Avenue Traffic Safety Improvements

A separate roadway improvement project funded through NJDOT Municipal Aid Grants is also scheduled along Upper Mountain Avenue at the end of May (exact date TBD). This project includes:

  • Traffic calming improvements

  • Asphalt milling and resurfacing

  • Drainage improvements

  • Concrete curb reconstruction

  • ADA curb ramp upgrades

  • Installation of speed humps, chicanes, and shared bicycle lane markings

The project limits are currently identified as extending from Watchung Avenue to the county limit, which is in between Seneca Pl/Jerome Pl & Mountain Terrace.  Additional updates and project schedules will be shared as information becomes available.
