Complete Streets Policy

In 2009, Montclair became the first municipality in New Jersey to adopt a Complete Streets policy, setting a precedent that helped inspire communities across the state. Since then, Complete Streets policies have been adopted by 182 municipalities, eight counties, and the New Jersey Department of Transportation. Building on that early leadership, Montclair continues to evolve—drawing lessons from local experience and statewide innovation to advance new, forward-thinking approaches for making Complete Streets a lasting part of how we plan, design, and build our community.

The Township of Montclair is deepening its commitment to Complete Streets. In May 2025, the Township adopted an updated Complete and Green Streets Policy through a new ordinance O-25-13, reaffirming its dedication to creating safer, more accessible, and better-connected streets for all users.

What does the new policy do?

1. Mandates coordination among Township departments, agencies, staff and Essex county for the joint goal of Vision Zero and to implement Complete & Green Streets.

2. Prioritizes the most vulnerable road users, pedestrians and bicyclists.

3. Creates channels of communication with residents and stakeholders.

4. Establishes a Vision Zero Advisory Committee to oversee and give input on all traffic /road related projects. 5. Creates a prioritization working process. Project management to equitably distribute resources.

6. Facilitates education for staff and community on Complete & Green Streets.

7. Mandates Action Plans for road safety and pedestrian/bicycle access. 8. Creates an implementation strategy and path forward by updating existing Master Plans and incorporating Complete & Green Streets in day-to-day business. 9. Tracks benchmarks and requires yearly reporting on work done.
