Property Tax Relief Programs for Montclair Residents

Dear Montclair Community,
The Mayor & Council would like to remind all eligible residents to take advantage of New Jersey’s Property Tax Relief Programs before the October 31 deadline. These are very valuable programs for those who qualify.

New this year, for seniors 65+, as well as Social Security Disability Benefit Recipients, there is a single combined application (Form PAS-1) for the Senior Freeze, ANCHOR, and the new Stay NJ program. Importantly, you must fill out the PAS-1—online or on paper—and submit by the October 31 deadline. The state does not fill out the form for you.
Helpfully, once you submit the single PAS-1 application the State will review your information and determine which program or combination of programs will provide you with the greatest financial benefit.
With the “Senior Freeze”, if you own and live in your home and your 2024 income was $168,268 or less, you can be reimbursed by the state for annual property tax increases. These payments began in July 2025.
With Stay NJ, seniors that have an income below $500,000 are eligible to receive a 50% tax refund off your total 2024 tax bill, with a benefit cap of $6,500. To qualify, you must have owned and lived in your home for the full 12 months of 2024. This benefit is calculated after eligibility and benefits for the Senior Freeze and ANCHOR are determined. If you don’t qualify for the Senior Freeze, you may be eligible for Stay NJ. Disbursements are slated to begin in 2026.
Senior renters who don’t own a home can also qualify for the ANCHOR program. For those younger than 65--both homeowners and renters—use the site to check your eligibility for the ANCHOR program if you have not already submitted an application.
